The collaboration between social enterprises and local governments plays a pivotal role in addressing multifaceted social and environmental challenges. By combining their respective capabilities and resources, these actors are better positioned to develop solutions that are both impactful and sustainable.
This Microlearning module outlines a series of best practices derived from the implementation of pilot initiatives conducted in Hungary, Slovakia, Croatia, Serbia, and Bosnia and Herzegovina.

This unit explores the pilot implementation of a Local Action Plan on Socially Responsible Public Procurement (SRPP) in Međimurje County, Croatia. It demonstrates how public procurement can actively support social inclusion, particularly by promoting employment of marginalized groups.
Through a real-life procurement process for goods like T-shirts and flags, local authorities applied social criteria that rewarded bidders employing persons with disabilities and hard-to-employ individuals, in line with EU and Croatian policy priorities.
Participants will learn about stakeholder involvement, capacity building, and lessons learned from this replicable model. The pilot's success highlights SRPP’s potential to drive social change at the local level.
