    The collaboration between social enterprises and local governments plays a pivotal role in addressing multifaceted social and environmental challenges. By combining their respective capabilities and resources, these actors are better positioned to develop solutions that are both impactful and sustainable.

    This Microlearning module outlines a series of best practices derived from the implementation of pilot initiatives conducted in Hungary, Slovakia, Croatia, Serbia, and Bosnia and Herzegovina.

  • This unit offers an insightful look at a pilot initiative focused on auditing a self-government’s approach to supporting social enterprises. The initiative was carried out in cooperation with a regional authority in Slovakia that has long been striving to work actively with social economy entities. Despite notable progress—visible even at the national level—both the municipality and the social enterprises involved recognize untapped potential and areas where collaboration could be strengthened. The main aim of the audit was to identify obstacles hindering more systematic cooperation and to outline specific steps that municipalities can take to support the development of social enterprises in their territory. While the original plan was to audit internal processes, this approach was revised in light of the institutional context; the activity instead focused on reviewing strategic and internal documents as a first step toward introducing a more process-oriented approach. In addition to showcasing this practical example, the micro-lesson offers an overview of relevant academic findings on cooperation between local governments and social enterprises. The outcome is a set of targeted recommendations that can serve as inspiration for other municipalities and regions. A detailed report from the pilot action, including all academic references used, is available among the supporting resources.

  • This learning unit explores a practical approach to fostering local economic development by establishing purchasing communities, using the pilot initiative in Simontornya as a case study. Led by CDDA in partnership with the local municipality, the project aimed to strengthen community ties and economic resilience through networking and developmental workshops.

  • This unit explores the pilot implementation of a Local Action Plan on Socially Responsible Public Procurement (SRPP) in Međimurje County, Croatia. It demonstrates how public procurement can actively support social inclusion, particularly by promoting employment of marginalized groups.

    Through a real-life procurement process for goods like T-shirts and flags, local authorities applied social criteria that rewarded bidders employing persons with disabilities and hard-to-employ individuals, in line with EU and Croatian policy priorities.

    Participants will learn about stakeholder involvement, capacity building, and lessons learned from this replicable model. The pilot's success highlights SRPP’s potential to drive social change at the local level.   • This unit explores the pilot implementation of a Local Action Plan on Integration into labour market of vulnerable groups in the city Kragujevac, Serbia. It demonstrates how LPA can create a specialized local program that supports social enterprises employing vulnerable groups, contributing to inclusive labor market development and local economic growth.

    Participants will learn about importance of Legal and Institutional Frameworks, role of LPA, stakeholder envolvement. Also, from this unit several key lessons can be learned—both in terms of policy development and practical implementation for supporting SEs and integrating vulnerable groups into the labor market.

  • This unit presents the experience of the Republic of Srpska in preparing the Strategic Platform of the Social Entrepreneurship Development Strategy of the Republic of Srpska, implemented as a pilot action within the Danube4SEecosystem project. The activity was coordinated by the RARS, in cooperation with the Ministry of Economy and Entrepreneurship of the Republic of Srpska, and with mentoring support from the South Muntenia Regional Development Agency from Romania.

    The aim of the pilot action was to prepare a strategic document that would establish a solid foundation for the further development of SE in the Republic of Srpska, by improving the business environment, ensuring sustainable financing, and greater social inclusion of vulnerable groups.

    The process lasted from January to June 2025 and involved consultations and active engagement of relevant stakeholders. The Strategic Platform is based on comprehensive analyses carried out within the Danube4SEecosystem project. It is aligned with the Draft Sets of for D4SEE Strategy Building and the European Social Economy Action Plan.
