Social Enterprises (SEs) represent important initiators and creators of social value and responsible development of the local environment and society. Their activities are primarily focused on creating social value. At the same time, they need to ensure the economic viability of their operations for their survival and further development.
By providing goods and services, SEs satisfy the needs of local communities, support the empowerment of marginalised groups, advance the level of sustainability in the community, or boost local economic development. At the same time, their work significantly increases flexibility, resilience, and equal participation in the local communities, which operate under constantly changing conditions.
To understand the role and importance of SEs in modern society, we present their creation of social value, cooperation and connection with Local Public Administration, and inclusion in the procurement processes of Local Public Administration (LPA).
This integrated module equips participants with the knowledge and tools to increase community resilience, well-being and identity through strategic collaboration between social enterprises and LPAs.

This unit addresses the characteristics of Social Enterprises (SEs) cooperation, integration in the process and possible impact of their participation in procurement for Local Public Authorities (LPAs) and the local community. It presents how the involvement of Social Enterprises in the procurement process of LPAs can support/create the achievement of social goals in municipalities. Next, it presents the benefits that LPAs can achieve with the involvement of Social Enterprises in the procurement process. Following, it presents how the individual goals of Social Enterprises contribute to improving the implementation and results and multiplying the social goals of the procurement intended to acquire the goods and services necessary for fulfilling the needs of municipalities.
Participants will learn how involving social enterprises in LPA procurement processes can increase social impact and community development and the key benefits of their involvement in LPA procurement processes. Participants will learn how social enterprises can contribute to community well-being by employing people from local communities, with the focus on those marginalised on the labour market, providing locally tailored sustainable solutions and supporting the objectives of social value legislation. Acquired knowledge will be helpful for LPAs in integrating Social Enterprises more into the public procurement system and benefiting from its advantages.
