    Social Enterprises (SEs) represent important initiators and creators of social value and responsible development of the local environment and society. Their activities are primarily focused on creating social value. At the same time, they need to ensure the economic viability of their operations for their survival and further development.

    By providing goods and services, SEs satisfy the needs of local communities, support the empowerment of marginalised groups, advance the level of sustainability in the community, or boost local economic development. At the same time, their work significantly increases flexibility, resilience, and equal participation in the local communities, which operate under constantly changing conditions.

    To understand the role and importance of SEs in modern society, we present their creation of social value, cooperation and connection with Local Public Administration, and inclusion in the procurement processes of Local Public Administration (LPA).

    This integrated module equips participants with the knowledge and tools to increase community resilience, well-being and identity through strategic collaboration between social enterprises and LPAs.

  • This unit addresses the starting points, methods, and forms of creating new or added social value. In this context, the participants will learn about the social goals social enterprises want and can achieve through their operations. This will be followed by presenting the fundamental areas of shaping new social value ​​​​in providing goods and services in Social Enterprises. The central part of the presentation is intended to address individual areas of Social Enterprise work. It includes presenting their social goals, basic activities for creating new social value ​​​​, and possible environmental impacts.

    Participants will learn how Social Enterprises create social value by satisfying broader social needs through goods and services and contribute to increasing the quality of life, financial resilience, or community cohesion. They will learn how social enterprises can contribute to the implementation of social services or work integration of people disadvantaged on the labour market. The participants will acquire knowledge of how collaboration between Social Enterprises and local public administration adds to innovatively solving social challenges and supporting local economic development.

  • This unit addresses the characteristics of Social Enterprises (SEs) cooperation, integration in the process and possible impact of their participation in procurement for Local Public Authorities (LPAs) and the local community. It presents how the involvement of Social Enterprises in the procurement process of LPAs can support/create the achievement of social goals in municipalities. Next, it presents the benefits that LPAs can achieve with the involvement of Social Enterprises in the procurement process. Following, it presents how the individual goals of Social Enterprises contribute to improving the implementation and results and multiplying the social goals of the procurement intended to acquire the goods and services necessary for fulfilling the needs of municipalities.

    Participants will learn how involving social enterprises in LPA procurement processes can increase social impact and community development and the key benefits of their involvement in LPA procurement processes. Participants will learn how social enterprises can contribute to community well-being by employing people from local communities, with the focus on those marginalised on the labour market, providing locally tailored sustainable solutions and supporting the objectives of social value legislation. Acquired knowledge will be helpful for LPAs in integrating Social Enterprises more into the public procurement system and benefiting from its advantages.

  • This unit discusses guidelines, recommendations and possible solutions for greater inclusion of Social Enterprises (SEs) in Local Public Authority (LPA) public procurement processes. In this context, we present the characteristics of Social Enterprise inclusion and potential ways to improve the partnership between LPAs and social enterprises in providing goods and services in local communities. Next, we present the inclusion of Social Enterprises in each procurement phase, the development of collaborative relationships between LPAs and Social Enterprises, possible obstacles to including social enterprises and recommendations for monitoring and evaluating procurement.

    Participants will learn how to effectively manage the procurement and contracting process between LPAs and Social Enterprises, understanding the role of each procurement phase - from planning to management. They will learn how to involve Social Enterprises in public procurement processes. They will also learn about the challenges they must be aware of, for example, minimal awareness and the complexity of ensuring compliance. Participants will also learn about the importance of monitoring and evaluation of the involvement of social enterprises in public procurement processes by LPAs.

  • This unit addresses effective partnerships between social enterprises and LPAs by using available resources, knowledge, and expertise to address local challenges and create solutions tailored to the needs of local communities. The participating stakeholders aim to improve service accessibility, promote sustainable development and strengthen community engagement through collaboration. To address this area, we will present the importance of partnerships between social enterprises and LPAs (municipalities), the positive outcomes of their cooperation and the possible approaches for improving such alliances.

    Participants will learn about the importance of collaboration between social enterprises and LPAs in achieving sustainable community development goals. They will be informed how social enterprises and LPAs can work together to address various local issues, such as poverty or unemployment, while increasing community well-being. The possible approaches to building trust and cooperation between social enterprises and LPAs through an active approach, such as transparent communication is also in the core of the unit, same as the importance of joint planning for increasing overall community resilience and identity.
