Navigating procurement and contracting between LPAs (municipalities) and SEs

This unit discusses guidelines, recommendations and possible solutions for greater inclusion of Social Enterprises (SEs) in Local Public Authority (LPA) public procurement processes. In this context, we present the characteristics of Social Enterprise inclusion and potential ways to improve the partnership between LPAs and social enterprises in providing goods and services in local communities. Next, we present the inclusion of Social Enterprises in each procurement phase, the development of collaborative relationships between LPAs and Social Enterprises, possible obstacles to including social enterprises and recommendations for monitoring and evaluating procurement.
Participants will learn how to effectively manage the procurement and contracting process between LPAs and Social Enterprises, understanding the role of each procurement phase - from planning to management. They will learn how to involve Social Enterprises in public procurement processes. They will also learn about the challenges they must be aware of, for example, minimal awareness and the complexity of ensuring compliance. Participants will also learn about the importance of monitoring and evaluation of the involvement of social enterprises in public procurement processes by LPAs.
